Subic-Clark Alliance for Development (SCAD) Council is the single body that harmonizes the strategies of the Subic Bay Freeport Zone (SBFZ) and the Clark Special Economic Zone (CSEZ). The Subic-Clark Alliance Development Council was first organized in June 2001, creating the Memorandum or Understanding (MOU) for Subic-Clark Alliance Development (SCAD) Task Force. The following were signatories: The Bases Conversion Development Authority (BCDA) and the Clark Development Corporation (CDC), the Subic Bay Metropolitan Authority (SBMA), and the Department of Trade and Industry (DTI). After a couple of additional executive order iterations over the years to enhance the abilities and powers of SCAD, the Clark Inter nation Airport Corporation (CIAC) was included in the group in 2008.
